L. Jane CharltonJane Charlton is a shareholder of Thomson, Rhodes & Cowie, P.C. Ms. Charlton concentrates her practice in the healthcare area, performing transactional work involving managed care contracts, vendor agreements, nurse triage contracts, pharmacy benefit management (PBM) agreements, delegation agreements, IDS contracts, physician agreements and billing company contracts.In addition to transactional work, Ms. Charlton also advises clients regarding their obligations pursuant to the Emergency Treatment and Active Labor Act (EMTALA), the federal and state Anti-Kickback Acts, HIPAA Privacy Rule, the Medicare/Medicaid laws, Pennsylvania Act 68, Chapter 51 (medical error reporting) and many other laws governing health care providers and managed care organizations. Ms. Charlton has a wide range of experience in the area of Medicaid managed care and regularly counsels clients who participate in the HealthChoices program. In the course of her regulatory compliance and transactional work, Ms. Charlton assists clients in their interactions with federal and state regulators, including the Centers for Medicaid and Medicare Services (formerly known as HCFA), the PA Department of Health, the PA Department of Insurance and the PA Department of Public Welfare. Early in her career, Ms. Charlton was employed by the Commonwealth of Pennsylvania and served as Assistant Counsel for the Department of Environmental Protection. Ms. Charlton's responsibilities as Assistant Counsel included counseling program staff, administrative hearings, appellate practice, regulation review and enforcement actions. Ms. Charlton has authored multiple articles relating to healthcare issues and served as the co-editor of a healthcare/managed care newsletter entitled Managed Care Law Update. Currently, she is co-editor of a newsletter entitled HIPAA Privacy Bulletin. She has also been involved in numerous educational presentations and seminars regarding a wide variety of healthcare issues, including corporate compliance programs, contracting, Medicaid, Medicare and managed care. Ms. Charlton received her undergraduate degree, with high honors, from the University of Virginia and received her law degree from Wake Forest University School of Law. Ms. Charlton has been involved in numerous professional organizations and associations including: Pennsylvania Bar Association, Allegheny County Bar Association, Board Member of ACBA Health Law Section, Co-Chairman of HLS Managed Care Committee, American Health Lawyers Association, (HMO and Health Plan Subcommittee Member), Hospital Counsel of Western Pennsylvania (Health Choices Committee and Government Relations Committee), Healthcare Management Association and the American Bar Association. |
